The City of Commerce is proud to offer the Home for Heroes: Veterans Rental Assistance Program, funded through the Permanent Local Housing Allocation (PLHA) Program. This program provides temporary rental assistance to eligible veteran households who reside in the City of Commerce and are experiencing financial hardship, housing instability, or are at risk of homelessness.

The program is designed to help eligible veterans maintain stable housing by providing short-term rental assistance while they work toward long-term housing stability.

Length of Assistance

  • Rental assistance for minimum of six (6) months
  • Participating households contributing a minimum of thirty percent (30%) of their monthly income toward rent. The City will subsidize the remaining approved rental amount, not to exceed $1,500 per month.
  • Payments are made directly to the landlord or property manager         

Funding Availability

  • Assistance is provided on a first-completed application, first-served basis
  • Funds are reserved only after eligibility is confirmed and all required documents are received
  • Program availability and requirements are subject to change based on funding and federal guidelines.

Who Is Eligible

 You may qualify if all the following apply:

  • Applicant must be a veteran of the United States Armed Forces
  • You live in the City of Commerce and be a renter, unit must be your primary residence with a current residential lease agreement
  • You do not receive other rental subsidies (such as Section 8)
  • Your landlord or property manager agrees to participate in the program
  • Your household income does not exceed HUD income limits for your household size

*Household income includes the income of ALL persons in the household who are 18 years of age or older.

 

Required Documents:

From the Tenant

  • Government-issued Identification (age 18 and older)
  • Proof of Veteran Status (DD-214 or other acceptable documentation)
  • Current lease agreement
  • Birth certificates for children under 18
  • Income verification from the last two (2) months (age 18 and older)
  • Bank statements from the last two (2) months (age 18 and older)
  • Most recent federal tax return (with all schedules)
  • Completed and signed application

From the Landlord / Property Manager

  • Program Participation & Payment Acceptance Form
  • W-9 Form
  • Proof of property ownership
  • Agreement between the landlord, tenant, and the City

    How to Apply

    Step 1: Submit a Preliminary Application

    Applicants must submit a Rental Assistance Preliminary Application in person and provide a valid government-issued ID.

    The application intake period opens on July 27, 2026, and closes on September 28, 2026. Preliminary applications will be accepted on a first-come, first-served basis during the application intake period, subject to the availability of funding.

    Submitting a preliminary application does not guarantee assistance.

    Step 2: Application Review

    Eligible applicants will be placed on an Interest List and contacted by City staff to complete a full application and submit required documents.

     

    Step 3: Determination

    Applicants will receive written notice of approval or denial. Denial letters will include the reason for the decision.

     

    Important Information

    • Rental assistance is paid directly to the landlord
    • Tenants do not receive payments
    • Program requirements may change based on funding and federal guidelines
