The Building and Safety Division is responsible for the review of construction plans and for the performance of various building inspection activities including issuance of building permits. This division protects the public welfare by regulating and controlling design, construction, and quality of materials, use and occupancy, location and maintenance of all buildings and structures within the City of Commerce.
Code Compliance
Beginning January 1, 2020, all plans submitted for plan checks will be checked in accordance with the 2020 Los Angeles County Building, Electrical, Green, Mechanical, Plumbing and Residential Codes.

SolarAPP+
Residential solar projects are now able to apply for permits online with the help of SolarAPP+, a web-based portal for residential solar energy system installations, developed by the National Renewable Energy Laboratory to automate project plan reviews, receive and automated permit, pay fees online, and schedule inspections.
SolarAPP+ Process
- Submit for automated review through SolarAPP+.
- Register or sign in to SolarAPP+ at https://gosolarapp.org/login
- Submit design
- Pay permit fees (per project)
- Download SolarAPP+ Approval Document
- Submit SolarAPP+ Permit application to the City.
- Email your permit from solarapp+ along with the checklist, and a single line drawing to permittechnician@commerceca.gov
- Schedule the inspection online.

- Fire Department Inspections Per LA County Fire Department Memorandum, it is required to obtain Fire Department final prior to use of the PV and ESS installation, See Fire Department requirements as well as how to schedule final inspection with LA County Fire Department The applicant for this construction permit shall contact the Los Angeles County Fire Department, Fire Prevention Division to schedule and pass an inspection prior to use of the PV or ESS installations. https://fire.lacounty.gov/fire-prevention-expeditedpvess/ If the link is not working, please contact (323) 890-4125.
